1997-2000. Research contract from ABT Associates for the U.S. Department of Housing and Urban Development...to conduct “Empowerment Zone and Enterprise Community Assessments” ...part of an eighteen city assessment on the impact of federal urban policy on cities (see also Consulting, Local Research Affiliate).

1996. Research contract from the Nelson A. Rockefeller Institute of Government for the U.S. Department of Housing and Urban Development ...to conduct “Empowerment Zone and Enterprise Community Assessments” ...part of an eighteen city assessment on the impact of federal urban policy on cities.

1996-2000. Research contract from Jefferson County, Kentucky to evaluate government reorganization (see also Consulting, Jefferson County Fiscal Court).

1991-92. Research grant from the Urban University Research Consortium entitled Project Urban Partnership (PURP).  The project investigated the economic interdependence between central cities and their suburbs.  PURP was carried out on behalf of the Urban Summit, an organization of thirty-five mayors representing America's major cities.

1975-80. Activity grants from the federal government (ACTION) for five continuous years in order to monitor housing and community development policy as well as provide technical assistance to local agencies.
